Batac City, Ilocos Norte - With a college scholarship program now firmly in place, Batac Vice Mayor Allan Nalupta has proposed that a similar scholarship program also be established for secondary students.
In line with this, Nalupta has sponsored an ordinance that would establish a secondary scholarship program in this city with the city government providing the funding.
The said measure has been calendared for third and final reading during a regular session of the Sangguniang Panlungsod but since Nalupta at that time was then the acting city mayor, the measure was temporarily deferred. According to Nalupta, the secondary scholarship program will be patterned after the college scholarship program of the city government with only indigent elementary honor pupils would be accepted.
Indigent pupils are described as families with a monthly income not exceeding P5,000. This should also be certified by the Bureau of Internal Revenue (BIR).
In Nalupta’s measure, each student would receive P5,000 in cash and it would be the scholar who would decide where they would spend it but the choices would be limited to tuition fees, school supplies, school uniforms or any other school-related expenses.
Nalupta added that scholars should maintain a weighted average of 85 for them to continue enjoying the scholarship privileges.
Upon approval of the measure, the scholarship program would take effect in the next school year and would have a budget of P650,000 annually.
Nalupta further stated that the said program would aim to assist poor but deserving students who wish to finish their studies.
